<description>&lt;p&gt;I don&apos;t understand how this is a financial drain.  It lost $6 million only after it paid the city $17 million and the state another $20 million.  It looks like governments are still coming out $31 million ahead.&lt;/p&gt;</description>

<description>&lt;p&gt;As a horse racing fan, I&apos;d love to see more turf clubs of the sort you see in Pennsylvania -- good food, plenty of opportunity to bet and a nice atmosphere; the NYRA isn&apos;t so great at creating and/or maintaining that.&lt;/p&gt;</description>
