in the event of terrorism in the subway, i'm not sure any plan is going to do much good-- it's going to be a stampede no matter what.

I think this is their standard emergency plan for trains that break down, fire on the tracks, etc. Might be useful in case of terrorism, but maybe not - would depend on the situation.

how long would a rescue train take to reach the scene of an accident or terror attack? i mean, that's got to take an hour to restore power and get it out there-- wouldn't that be a bit too late?
