The mayor is saying, 'See, my tactics made fourth-grade students test scores go through the roof.'

Let's see: Bloomberg cancels social promotion for third graders. So the lower-scoring students are left back in the third grade. Only higher-scoring kids go on to fourth grade. All of a sudden, a higher percentage of fourth graders get good grades. Bloomberg takes credit. And the public is buying it.

If anyone actually looked between the lines, they'd see that the mayor simply swept the problem under the carpet (in this case, the third grade).

On Bloomberg and High School: the policy was not not bother to educate my children's generation of city residents and those preceding, those now in the 5th grade and up. Their parents either got them into a special deal school, paid for private school, or moved to the suburbs -- or they were just screwed. What you have is triage -- too late now.

Now that there is a possibility (just a possibility) that they can't get away with it anymore, they may be attempting to educate those now entering 5th grade and down. Note the chaos in high school, as existing students are (further) trashed to speed the reorganization into small schools. If the Court of Appeals rules in favor of the city's children in CFE, the city is able to pay competitive salaries to new hires (unlike the Cops), and union is forced to allow the city to require it's members to do their jobs in exchange for the higher salaries, those new and improved high schools will be available when those now entering the 5th grade and younger are ready for them.

Mercurio is an idiot and only hurting himself by keeping the flier issue alive. One of the jobs of a consultant in a political campaign is to fall on one's sword in the event of a mishap in order to save your boss some embarrassment. Does Mercurio think he'll ever be hired by another candidate after publicly airing his and Fields' dirty laundry to the press. He may vindicate himself on this particular occassion, but only an idiot would ever let him join another political campaign.

Ognibene's nickname ought to be "Glub" he's sinking so fast. And maybe he'll have to find room in that hole-y boat for Fields while he's at it.
