Huh? Crime rate is based on what's reported, not arrests. So, like, if you get mugged, that's a crime whether the cops catch the mugger or not.

When crime is up.... doesn't that mean that the police are catching more criminals? When crime is down, that is bad news.

while i appreciate the bravery of the police during 9-11 and whatnot, i have to say that it's very easy to imagine that complaints against the police have gone up. i find that at least 50% of the time, the police are so rude, unfriendly, unhelpful, and downright nasty that i often regret having to deal with them.
