Why isn't Bloomberg this tough with the Rent Guidelines Board, a panel where all members are chosen by him?

The war between the FDNY and the NYPD has got to stop. It's is unbelievable that these response plan issues still haven't been nailed down, four years after 9/11. The whole plan has been debated ad naseum, it's about time for Bloomberg to put his foot down and tell everyone to get on board or get out.
