<description>&lt;p&gt;NYC &amp; MTA get screwed out of a lot of federal and state money that gets allocated for transit.  obviously, ridership of public trasportation in NYC is the highest in the country, but dollars are not apportioned based on ridership, so we get significantly fewer $$$ per rider than other areas in the state and around the country. and let&apos;s not get started on European systems.&lt;/p&gt;</description>
