<description>&lt;p&gt;becoming a detective, you don&apos;t need to take a test: &quot;In order to become an NYPD detective, a candidate must first be a member of the New York Police Department as a uniformed police officer, and must receive good performance evaluations in order to be selected for investigative assignments. After 18 months of investigative duties, the officer earns his or her gold shield as a &quot;detective, third grade,&quot; then over the years works toward promotion to &quot;detective, second grade&quot; and finally &quot;first grade.&quot;  

It&apos;s unclear how much investigative work Burt had.  I&apos;m sure City Hall wanted to capture the bright side and good will of the day.&lt;/p&gt;</description>

<description>&lt;p&gt;Well, sure, I&apos;m all for going ahead and promoting the cop, who certainly reacted cooly and quickly.

But did anybody else happen to catch any of the footage of his promotion on TV? The cop, the mayor, and Kelly were all just smiling a little too much, and the ceremony was too much of a &quot;celebration&quot; for me to stomach.

I mean, c&apos;mon -- Davis was still murdered, another man was forced to be shot dead -- and they&apos;re all smiling???? Granted, the cop did what he had to do -- but killing somebody should never be a cause for celebration.&lt;/p&gt;</description>
