In addition to increased arrests, the City has also been handing out more tickets, according to Patrolmen's Benevolent Association (PBA) president Patrick J. Lynch. “The NYPD has become a summons machine generating millions of dollars to close the city’s budget gap while eroding the relationship between police and the communities they serve,” Lynch said.

Daily News Cover, May 20, 2003The Daily News presents further evidence of this today in an exclusive report on a Bronx man who was issued a summons for sitting on a milk crate. According to the story, the cop instructed the alleged violator, "Don't blame me, blame Bloomberg."

The PBA has already prepared their response to the negative press with a "Don't Blame the Cop" media campaign in the works.

Could anyone ask for a clearer sign that we're headed back to the bad old days of the 1970's? On the bright side, maybe by this time next year I'll be able to afford to buy an apartment in this City.
